Mike Brown

At the San Francisco Public Utilities Commission, he helped issue more than $6 billion in municipal bonds for water, wastewater, and power projects, led the development and issuance of over $3.5 billion in Climate Bonds Initiative–certified green bonds, and advanced the utility’s capital planning, credit profile, and market engagement. Mike now advises cities, utilities, governments, and multilaterals on establishing green and sustainability-linked bond programs; improving creditworthiness and financial management; integrating climate and resilience objectives into capital investment planning; and ensuring projects are designed to meet their expected useful lives under future climate conditions.
His work emphasizes building pipelines that reduce risk, improve insurability, and strengthen long-term fiscal stability. Recent engagements include InvestorConnected (EBRD-funded multi-country diagnostic), IFC, Resilient Water Accelerator, and Climate Bonds Initiative—delivering capital-market development and leading capacity-building for senior officials across Asia, Africa, Europe, and the Middle East. He also advises on innovative structures—including pooled and revolving funds and blended-finance instruments—and has recently focused on municipal reuse programs with partners Upstream and PR3.
