
A chartered town planner and expert witness, he has advised on over £1 billion of development land and landmark schemes including the 6,000-home Bristol City Centre regeneration, 10,000-home Worcestershire Parklands, Northstowe Garden Town, and the Battersea Power Station CPO. His expertise spans urban extensions, brownfield regeneration, and complex land strategies that unlock value for both public and private sector clients.
Prior to joining BNP Paribas Real Estate, Tom spent a decade within the Planning Inspectorate and Department for Communities and Local Government, contributing to national policy and regulation including the Planning Act 2008, Crossrail, and EIA Regulations 2009. Now part of BNP Paribas Real Estate’s Commercial Executive Board, he leads the national Development, Planning & Viability business advising authorities, developers, and investors on how to structure projects that deliver measurable economic, social, and environmental impact.
